1. Purpose of This Publication
Modern telephone users have remarkably little control over what categories of telecommunications traffic are permitted to reach them.
Existing unwanted-call solutions generally attempt to determine whether a particular telephone number, caller, or calling pattern is likely to represent spam, fraud, telemarketing, or another undesirable communication.
This publication describes a different approach:
The recipient establishes which classes of telecommunications traffic are permitted to reach them.
The system therefore operates as a subscriber-controlled telecommunications firewall.
It need not first determine that a caller is malicious, fraudulent, unwanted, or previously reported.
Instead, an incoming communication is evaluated according to available telecommunications characteristics and compared against admission policies established by the recipient.
The resulting action may include:
ALLOW
SILENCE
CHALLENGE
DENY
2. The Limitation of Number-Based Blocking
Telephone-number reputation systems are inherently reactive.
A simplified conventional process is:
Caller uses Number A
↓
Recipients receive unwanted calls
↓
Complaints accumulate
↓
Number A develops a negative reputation
↓
Number A is blocked
↓
Caller begins using Number B
The process then begins again.
Modern telecommunications systems make telephone-number rotation relatively inexpensive through technologies including VoIP, programmable communications, SIP services, wholesale telephone-number provisioning and other virtual telecommunications services.
The telephone number itself may therefore be a poor long-term security boundary.
3. A Different Security Boundary
Subscriber-Controlled Call Admission moves the security boundary away from the reputation of an individual telephone number.
The generalized process is:

The classification may concern characteristics of the telecommunications service, infrastructure, identity, authentication, origination or other technically available attributes associated with the communication.
The recipient—not the caller—determines which classifications are acceptable.
4. Telecommunications Classes
Possible telecommunications classifications may include, without limitation:
mobile/wireless
fixed-line/wireline
consumer VoIP
enterprise VoIP
wholesale VoIP
programmable voice
IP-enabled telecommunications services
SIP-based services

virtual telephone-number services

Additional classifications may be created as telecommunications technologies evolve.
A system may use one classification or multiple classifications simultaneously when evaluating a communication.
5. Subscriber-Defined Admission Policies
Different subscribers have different communication requirements.
Accordingly, the system does not impose one universal definition of acceptable telecommunications traffic.
A subscriber may establish rules such as:
Saved Contacts — ALLOW
Approved Callers — ALLOW
Verified Wireless — ALLOW
Verified Wireline — ALLOW
Enterprise VoIP — ALLOW
Consumer VoIP — ALLOW
Wholesale VoIP — DENY
Programmable Voice — DENY
Failed Authentication — DENY
Spoofed Identity — DENY
Unknown — CHALLENGE
Another subscriber may choose:
All VoIP — DENY
Another may permit all VoIP while rejecting only communications that fail identity authentication.
Another may permit all communications except explicitly selected classes.
The essential feature is recipient control over admission policy.
6. Denial Without a Spam Determination
The system does not require an incoming communication to be classified as spam.
Consider a newly provisioned telephone number.
It may have:
No previous complaints
No negative reputation
No fraud reports
No historical calling data
A conventional reputation system may therefore allow the call.
Subscriber-Controlled Call Admission can reach a different result.
If the communication is classified as:
WHOLESALE VOIP
and the recipient has established:
WHOLESALE VOIP = DENY
the communication may be denied.
Whether the particular telephone number has previously engaged in unwanted calling is irrelevant to that rule.
This represents an important distinction between reputation-based filtering and class-based admission control.
7. Resistance to Telephone-Number Rotation
Consider an outbound calling operation using several telephone identities:
Number A
Number B
Number C
Number D
If each identity is individually evaluated only according to reputation, each new number may initially avoid detection.
Under class-based admission, the identities may instead produce:
Number A → WHOLESALE VOIP
Number B → WHOLESALE VOIP
Number C → WHOLESALE VOIP
Number D → WHOLESALE VOIP
A recipient policy of:
WHOLESALE VOIP = DENY
therefore produces:
A → DENY
B → DENY
C → DENY
D → DENY
The effectiveness of the admission policy is therefore not necessarily defeated by changing the displayed telephone number.
8. Caller Authentication
Telecommunications identity authentication may provide another admission characteristic.
Where technically available, a system may distinguish among states including:
authenticated
verified
partially authenticated
unverifiable
authentication failed
suspected spoofing
confirmed spoofing
unknown
A subscriber could establish:
AUTHENTICATION FAILED = DENY
or:
UNVERIFIED = CHALLENGE
or:
SPOOFED IDENTITY = DENY
Authentication information therefore becomes an input to subscriber policy rather than merely a warning displayed on the telephone.
9. Multiple Signals
Admission policies need not rely upon a single characteristic.
Rules may combine classifications.
For example:
Wholesale VoIP + Unverified Identity → DENY
International Gateway + Domestic Caller Identity + Failed Authentication → DENY
Enterprise VoIP + Verified Identity → ALLOW
Unknown Service + Unknown Identity → CHALLENGE
This permits increasingly sophisticated subscriber-defined communications policies.
10. Confidence and Uncertainty
Telecommunications classification may not always be certain.
Accordingly, implementations may associate classifications with confidence levels or other indications of certainty.
A subscriber may establish different policies according to confidence.
For example:
Wholesale VoIP — High Confidence → DENY
Wholesale VoIP — Medium Confidence → CHALLENGE
Unknown → SILENCE
This permits uncertainty to be managed explicitly rather than concealed.
11. Number Portability
Telephone numbers may be transferred between telecommunications providers.
Accordingly, the original assignment of a telephone number does not necessarily establish its current telecommunications characteristics.
Implementations may account for:
original numbering assignment
current serving provider
portability
service changes
current classification
information freshness
The system may therefore use current telecommunications information where available rather than relying exclusively upon historical numbering assignments.
12. Admission Actions
ALLOW
Permit the incoming communication to proceed normally.
SILENCE
Permit the communication without creating the normal interruption.
CHALLENGE
Require additional information or verification before the communication is presented to the subscriber.
A challenge may, where technically permitted, request information such as:
caller name
organization
purpose
authentication
other verification
DENY
Prevent the communication from being presented to or ringing the subscriber where technically permitted.
Additional actions may be implemented.
13. Exceptions and Overrides
Subscriber policy may include exceptions.
Examples include:
saved contacts
favourite contacts
temporary allowlists
permanent allowlists
approved organizations
expected service providers
specified telecommunications providers
specified service classifications
The subscriber may determine the precedence of such exceptions.
14. Failure Policies
Classification may occasionally be unavailable.
Subscribers or implementations may therefore define failure behaviour.
Possible policies include:
FAIL OPEN — permit the communication.
FAIL SILENT — permit without normal interruption.
FAIL CHALLENGE — require verification.
FAIL CLOSED — deny communications that cannot satisfy admission requirements.
The appropriate policy may vary by subscriber.
15. Privacy
Subscriber-controlled communications admission should not require unnecessary surveillance of subscribers.
Implementations may therefore incorporate:
local policy processing
local decision history
encrypted communications
privacy-preserving remote classification
minimal data retention
limited collection of call histories
separation of classification infrastructure from subscriber identity
avoidance of unnecessary contact-list transmission
privacy-preserving lookup mechanisms
The objective is to determine whether a communication satisfies the subscriber’s admission policy without unnecessarily creating a centralized record of the subscriber’s communications.
16. Device and Network Implementations
Subscriber-Controlled Call Admission is not limited to one operating system or enforcement location.
Possible implementations include:
smartphone applications
smartphone operating-system extensions
call-screening services
privacy-preserving caller-lookup services
PBX systems
enterprise communications systems
communications gateways
cloud communications platforms
other telecommunications endpoints
Implementation mechanisms may differ according to the capabilities made available by each platform.
17. Artificial Intelligence
Artificial intelligence may assist with:
telecommunications classification
infrastructure analysis
anomaly detection
confidence assessment
relationship identification
changing telecommunications patterns
However, AI need not determine whether a subscriber should receive a call.
The subscriber establishes the policy.
For example:
WHOLESALE VOIP = DENY
Once a communication satisfies that classification at the required confidence level, a deterministic policy engine can enforce the subscriber’s instruction.
This preserves an important principle:
Artificial intelligence may help understand the communication. The subscriber decides whether that communication is permitted.

19. Core Principle
Traditional unwanted-call systems generally operate according to the principle:
Permit the communication unless there is sufficient reason to believe the caller is undesirable.
Subscriber-Controlled Call Admission introduces another model:
Permit communications according to the recipient’s chosen admission policy.
This resembles established network-security architecture.
A firewall does not require every hostile endpoint to be individually discovered before the owner can establish a policy denying a category of network traffic.
Telephone and communications subscribers can similarly establish what classes of communications they are willing to accept.
20. Statement of Concept
The concept disclosed by this document includes:
Systems and methods by which a recipient of a telecommunications communication establishes admission policies based upon classifications or characteristics of the telecommunications service, infrastructure, origination, identity or authentication associated with an incoming communication, and by which an incoming communication is allowed, silenced, challenged, denied or otherwise treated according to those recipient-defined policies.
The classification may operate independently of whether the individual originating telephone number has previously been reported, blacklisted, identified as spam, or associated with malicious activity.
